Gerald Patrick (Pat) Monks is practicing Attorney at Law in Houston, Texas, and the Executive Director of the Traffic Lawyers of Texas Continuing Education program for the State of Texas. Pat has been involved with class action lawsuits. In 2018 a class action lawsuit was filed in Federal Court in San Antonio attacking the constitutionality of the surcharge fee program for traffic and DUI (drunk driving) conviction in Texas. He was also involved with the class action lawsuit against U.S. Law Shield, a local legal plan in Texas. This gun owners legal plan was the victim of a lawsuit for Barratry that resulted in the granting of a class action status. Pat was able to assist in helping defeat the Class Action imposed on U.S. Law Shield in the Houston court. This decision dissolving the class action lead to a manageable case for future resolution.
Pat is the past president of the Group Legal Services Association 2014 (GLSA, formerly known as the American Prepaid Legal Services Institute) and today he is member of the GLSA Board.
He is active in Politics and has served as a precinct chair and election judge of precinct 718 of Harris County for 20 years. He served for 6 years on the board of the Texas Coalition to abolish the Death Penalty and he works closely with the Conservatives Concerned about the Death Penalty throughout the U.S.
Pat graduated college at the University of Houston ’81, and South Texas College of Law ’84. He is licensed to practice law in the State of Texas, and licensed for both the Northern and Southern Districts of Texas for the U.S. Federal Courts.
